Can I open a Brex account for a subsidiary of my company that is not based in the US?

If your company as a whole is incorporated in the US and has an EIN, then your international branches would be eligible for Brex as long as they are legally part of the company and not a separate entity. The subsidiary does not need to have US employees or customers.

Alternatively, if this branch is a separate entity from its holding or parent company without a US registration or EIN, they would not be eligible for Brex.
