What is Pierpass?

Founded in 2005 by the West Coast MTO Agreement (WCMTOA), PierPass addresses port congestion, air quality, and security challenges by administering extended terminal gate hours during nights and weekends across 12 marine container terminals. The organization collects per-container Traffic Mitigation Fees (TMF) from cargo owners and redistributes those funds to terminal operators to offset the costs of running extended shifts. In 2021 alone, PierPass collected and distributed $303.9 million in fees, reflecting the enormous volume of containerized cargo moving through the nation's busiest port complex. In 2018, the OffPeak program was modernized to an appointment-based system known as "OffPeak 2.0."
