Targeted compliance education for existing users

To help improve awareness of compliance requirements, tool tips will be triggered in the Brex dashboard and mobile with prompts to explain budget requirements. This in-product education aims to improve compliance ratings by making budget requirements clear — particularly at the time when a user is added to a new budget or switches an expense between budgets.
