New role type: User management admin

We've released a new role type for paid Empower accounts. The user management admin role type can:
- Set up organizations
- Invite and manage users via HRIS, SCIM, CSV, Team API, and our manual dashboard process
- Manage access of non-admin roles
- View Team and Integrations tabs

This role type will not be able to see billing, credit, and accounting information. Learn more in this help article.
