Master view of budget & spend limit hierarchies

Admins can now view the overall structure and spending thresholds for top-level budgets and the spend limits that come from them — clicking into spend limits to view and edit details. This master list view of budgets is searchable so admins can see individual spend limit details in the context of the top-level budgets they descend from.
