Masked spend limits

You can now hide the spend limit amount from its members when it's not relevant for them to know the overall shared spend limit. For example, this can be useful for team travel where employees don't need to see the total spend limit for meals on the trip because meals are provided to them.

Controllers, bookkeepers, and owners of a spend limit will still be able to see the masked spend limit and the amount available to spend.
